When I try to add a receive location, I get the following error message:

“Could not store transport type data for Receive Location “MyReceiveLocation” to config store. Primary SSO Server “MyServer” failed.
Cannot perform encryption or decryption because the secret is not available from the master server.”

      What goes wrong?

Add a receive port or send port is a good way to find out if SSO is working.  It sounds like you have an SSO problem.

First, make sure the SSO service is running.  You might just need to start it.  We use Virtual Machines, and sometimes when we come in, they have been restarted, and for some reason SSO or SQL does not “auto-start” like it’s supposed to.

If it’s started, the above message indicates an issue with the “secret file”.  When you first install BizTalk you make a backup of the “master secret file”.  Hopefully, it’s not messed up, but if so, you might have to restore it.
