Can i use MSI to deploy an 2004 solution onto 2006 server?

I created MSI package of my 2004 solution, and when double click it, got this error: \”File or assembly name Microsoft.Biztalk.Deployment, or one of its dependencies, was not found.\”

When i add project to MSI, all biztalk assembly reference should be automatically included, right? Then why would i get this error?

Anybody knows?
