Regarding Strong Name Key File Defining

Why we are copying the Tutorial folder from SDK to root of the C: drive for creation of a strong name key file.
And can you tell me the importance of doing the process.
Ex:
<install drive>:\\\\SDK\\ to the root of the C drive.
