    Never heard of those actual symptoms before – in an old BizTalk 2004 environment, turning the TDDS (tracking) host back on caused all of the tracking data to be moved from the MsgBox to the tracking database.

    Can you confirm that the SQL Agent jobs are enabled, in particular check that the TrackedMessages_Copy_BizTalkMsgBoxDb job is enabled (and not failing).
