Verify the schema deployed properly

Yes I know this is usually a simple error that usually is caused because of the schema not being in the database or the gac but I am stummped on this one. My plan is to move our biztalk application off of our 2003 server on to our new 2008 r2 server. I first attempted via the exporting the msi from the old server and importing on the new server. But I got the error “Verify the schema deployed properly”. So.. I made sure the assemblys were in the gac and still got the error “Verify the schema deployed properly”. I then deleted the biztalk app on the new server and decided to try and just deploy from our development machine via visual studios and I still get the error “Verify the schema deployed properly”. The schemas it’s failing on is the hippa schemas. I do no microsoft released a hotfix for hippa 5010 issues and I tried that as well but still get the same error. And yes Im restarting the hosts instance each different try. So I’m wondering if there is the difference in where the os looks at the gac? I thought that may be the case but my development machine is server 2008 as well and the only place I see the assemblys is c:\windows\assembly which is where they are on the new server. And yes I can see the schemas in the biztalk admin console. I AM STUMMPED please help!!! Thanks!
