I have seen this before as well.
I think this is just the Policy being loaded into memory for the first time.
None should really take very long though
The help guide lists several tuning parameters (although finding the list is difficult – been trying for 20 minutes now with no luck. But they are in there someplace) that are accessible in the registry. Not sure, but I don’t think any would really help you out.
