Businss Rules Composer Not Installed? (Please help Newbie:)

This is embarressing! I found the Rules Composer exe file in the Recycle Bin. I’ve installed and reinstalled BizTalk more than once so somewhere along the line, I did something wrong. (I’d blame BizTalk but you’d know better)!
