I want to build an administrative service which sends an email to the administrator if any of the Receive Location gets disabled.
Is there any way by which I can use the inbuild DLL’s of BizTalk in the .NET Application. Any other approach to resolve this problem is also welcomed.

Have you considered using MOM or SCOM.
If you wish to write your own here is a starter:
